Levels of Play

As a member in good standing of the Canadian Soccer Association, the Carleton Place Soccer Club endorses the concept of "pyramid of play". We believe that players and teams improve when faced with worthy opponents and rise to the challenge. The Carleton Place Soccer Club offers two distinct types of soccer experience for youth players by entering teams in two different leagues: GLSL and ERSL.

The focus in each league and each division is on the development of players, referees and coaches and not on winning and losing. The Club supports this philosophy of development. When the Coaching Committee sees that we have a strong team in any division, we encourage it to move up the pyramid of play.

Recreational Level of Play
The Goulbourn Lanark Soccer League, or GLSL, offers a single level of recreational play and this is the base where most players begin. CPSC teams practice once a week and have a game once a week. They play other teams from Almonte, Munster, Stittsville and Richmond. The statistics for each game are kept and trophies are awarded at the end of the season for the winning teams. In addition a round-robin tournament is held at the end of August or beginning of September.

Competitive Levels of Play
Our Club also enters teams in a more competitive league that in the past was run by the Ottawa Carleton Soccer League. As a result of reorganization the East Region Soccer League, or ERSL, will now run the competitive league for youth teams. (Note: the OCSL will still be operating the adult league.) Within ERSL there are 3 progressively competitive levels of play and a promotion/relegation system. At the end of each season the first two teams in each division will be promoted to the next level and the last two teams will be relegated to the lower level. The ERSL pyramid begins with Division 1, then Premier, then Regional which feeds into the Ontario Youth Soccer League.

Our Club will continue to enter teams into the ERSL. The commitment level is higher for these teams. Players must have demonstrated a higher level of soccer skills and focus during practice and games. There may be multiple practices a week and there is a possibility of some weekend games. The parents must be willing to match this commitment by driving players to games farther afield. As the plans stand at the time of printing, our teams will be playing against the same teams as last year. In cases where divisions have many teams, new boundaries may apply.

Field News

Notre Dame Soccer Fields:
A new field is being constructed on Town of Carleton Place property adjacent to the existing Notre Dame fields. It will be irrigated and should be ready for the 2005 season. The $5 increase in fees this year goes towards paying for this field.

Beckwith Park Soccer Fields:
Please remember - Beckwith Park is in the country. There is a big hill. There is bush. There is a pond. Parents must carefully supervise younger children!

JL Couroux Soccer Field
A mini field was built at Ecole JL Couroux French school yard last fall. We are grateful to Tony Smith who donated his surveying services to establish the location of the goals. We expect to use this field in the upcoming season.

Changes in the Board of Directors

The Board of Directors was elected at the Annual General Meeting held in October 2003. Please see the back page for all the current Board of Directors names and phone numbers. We welcome all new and returning Board members. Geraldine Low is the new Vice President. Steve Dunnill, Secretary, is new to the Board. Aisha Toor is our new Volunteer Coordinator. Angela Dyck is welcomed back to the Board to run the Winter Soccer program.

Campbell Melvin will remain as Head Coach and will be ably assisted by Ruben Vella as Director of ERSL teams and Geraldine Low as Director of the GLSL teams

We sincerely thank Chris Bell and Dave Beach who are leaving the board. They have worked successfully to restructure the Club refereeing. Irv Emmanual will be Head Referee. Kevin Read is the Referee Scheduler and Carroll O’Keefe the paymaster for referees.

Carleton Place Soccer Club Need You

The Carleton Place Soccer Club is an amazing organization of about 1000 players. Children and adults within our community are able to enjoy the wonderful game of soccer within our community thanks to the many volunteers each year.

Last year we were grateful for the large number of volunteers who were willing to help share the load. Aisha Toor and the Club will more effectively organize this year’s volunteers.

Once again we encourage all of you to give some of your time to assist our Club. There is a job for everyone of every talent from coaches, managers and referees to Club executive. Don't have soccer background? No problem! We have a wealth of experience to help you help us. Your contribution may vary from 4 hours once a season to a year round commitment made by the Board members. Indicate your interest on the Volunteer Sheet included with the registration form.

Coaches Corner

Coaches are needed!

The goal of the Club is to promote and support the game of soccer by providing young people and adults with the opportunity to play the game. However, the number of coaches available governs or may restrict the number of teams the Club can field. Coaches and assistant coaches and managers are required at all levels and ages. Please indicate your availability on the Volunteer Sheet or call Campbell Melvin or for Soccer School, Liane Clarke-Phillips.

Please Note: Everyone interested in coaching a team must complete the new ‘Coaches Application’ form found on the Club website, or contact Campbell, Geraldine (GLSL) or Ruben (ERSL). Each application must be completed in full and returned by March 1, 2004. The coaching committee will review all applications and coaches will be contacted by March 8, 2004.

Coaching Certification

As of 2002, the By-laws of the Ontario Soccer Association require that all competitive teams (ERSL) have a fully certified Senior Community Level Coach. Assistant Coaches are also required to obtain this same level of certification. To strongly encourage the development of all our coaches, the Club will pay the cost of all approved soccer clinics.

Beginning January 2004, the CPSC Coaching Committee and Board of Directors require that all recreational (GLSL) coaches work towards obtaining the Youth 1 Level Coaching Course at a minimum. To this end, the Club has booked two Youth Level 1 clinics in Carleton Place on Sun. April 18th and Sun. April 25th, 2004. The cost of $70 per coach paid by the Club shows the level of commitment of the Board. All GLSL coaches will be contacted in early February in order to complete registration requirements. Club workshops
The Club will be holding several workshops throughout the coming soccer season to offer ongoing support for our Coaches. Some of the more experienced coaches will be available to lead these workshops. This initiative is in response to comments received at the annual Coaches’ Meeting last fall. To kick off the season, the following workshop has been organized for the spring. Coaches will be notified of the timing for additional workshops.

Coaching Theory clinics
All coaches are encouraged to take the National Coaching Certification Program (NCCP) theory courses. Algonquin College and the University of Ottawa offer theory courses for Levels 1, 2 and 3. These courses are usually offered in February and March. Inquiries can be made through Head Coach Campbell Melvin.

Referee's Corner

Are you looking for a fun summer job that lets you help your soccer club, and make money at the same time? Why not sign up to become a Carleton Place Soccer Club Referee. The Club will supply you with a uniform, (shirt, socks and card wallets) and pay for your training if you referee 10 or more games. We need both youth and adult refs.

The pay is great!
You will be paid $10 to $26 per game depending on the assigned game and your level of experience. All new referees will be assigned Assistant Referee or mini field (U8 – U10 GLSL) games to start to develop your skills.

Refereeing is a great way to develop self-confidence and looks great on a résumé. We are looking for people who are at least 14 years old, love soccer and are committed to making the CPSC the best it can be.

Referee Certification

All new referees must attend an OSA entry-level (C4) course in the spring before receiving certification to referee. The C4 course is 12 hours in length and involves both classroom instruction and practical skills training. Participants must be 14 years of age as of January 1, 2004. After being certified by the OSA, new referees must also attend a CPSC in-house clinic focusing on GLSL modifications to the Laws of the Game and additional assistant referee training.

Junior referee program: The Club has a Junior Referee Program to improve the skill and confidence level of younger referees who officiate games on mini fields. The junior referees are assigned to large field games as assistant referees. By observing the senior referee assigned to the game, they gain knowledge, experience, and confidence that can be applied when refereeing mini-field games.

Registration Information for 2004

If an unregistered player participates in a Club activity, the insurance is invalid for all other properly registered players and coaches involved. In 2002 the Club was fined $500 for playing an improperly registered player and in 2003 a coach was suspended for four weeks for playing players who were registered but did not yet have player books. Clearly, we must be more rigorous in our registration procedures.

The 2004 soccer season begins with the mail-in registration in January for returning players. It is followed by the open registration in early February. Registration includes a completed registration form, a cheque for player fees and a cheque for shirt deposit.

Family Discounts: A family of three registered players is eligible for a 20% discount on the total registration fee. A family of 4 or more registered players is eligible for a 25% discount. A lady playing on 2 teams counts as 2 registered players.

A shirt deposit cheque of $50 is required for each player (except Soccer School) at the time of registration. The deposit cheque should be postdated to October 31, 2004. When the Club shirt is returned at the end of the season the post-dated cheque will be destroyed. If the Club shirt is not returned before Oct. 31, 2004, your cheque will be cashed.

Make the two cheques payable to “Carleton Place Soccer Club Inc.”. Payment is due in full at the time of registration. After May 1, 2004, any member or player having outstanding fees will not be placed on a team. There is a $20 Club fee for NSF cheques.

Mail-In Registration for Returning Families

Mail-in registration is available only to returning 2003 players and members of their families. If you received this newsletter and registration form in the mail, you may register by mail. You do not need to go to Open Registration. Please check the information on the preprinted registration form and make any necessary corrections. Clearly indicate if the player wishes to be called for ERSL tryouts. If you want to add a new player, just add the name and information directly on the printed registration form. If you want to delete a player, simply put a LINE through the name and information. Adjust the fees according to the fee table to the right and change the shirt deposit amount.

Mail-in registration (registration form and 2 cheques) must be postmarked no later than March 1, 2004. Please mail to:

All registration forms must be mailed to the Club’s PO Box or they may be delivered to the Club registrar or assistant registrar. Do not give your form to a coach or Club official.

Late Registration Fee and Waiting Lists:
After March 1, a late registration fee of $20 per family will be assessed. All late registered players, including members of previous years, will be put on a waiting list and will be placed on a "first come, first served" basis, subject to team availability. Exceptions to the late registration fee will be made for players who are new to the community and students who are away at school.

Fees in 2004

The Club pricing structure (cost recovery method) is based on the cost of fielding a team at the indicated playing level including a field development charge. This charge will be used for future field needs. The Board of Directors spends your fees carefully to provide maintained fields, quality equipment, trained coaches and referees, and to develop soccer.

Players on ERSL teams are required to pay an additional fee to cover higher refereeing fees, insurance, league costs and related charges.

Refunds

1) 1. If a player is not placed on a team, a full refund will be made.
2) 2. All requests for refunds must be made in writing and sent to the Treasurer.
3) 3. If any player withdraws before May 1, a full refund will be made.
4) 4. GLSL players who withdraw after May 1 will be charged $20 against the player fee.
5) 5. ERSL players, who withdraw after May 1 will be charged the same $20 fee plus non-refundable ERSL fees. (See fees below)
6) 6. There will be no refunds after June 15, 2004.

Options for Players Under 10 to Under 18

U10 to U18 players may choose either to play for the GLSL Club teams or to tryout for the ERSL Club team. Players not selected for ERSL teams will play on GLSL teams. U10 and U11 teams play on mini-fields and older teams play on full fields. Players will be put immediately on GLSL teams unless “ERSL tryout” is indicated on the registration form.

ERSL Tryouts
As usual there will be tryouts for player placement on the ERSL teams at the U10 – U18 age levels. The tryout process allows the Team Selection Committee to evaluate new and returning players. All interested players registered in these age groups will be called with exact dates (late March), times, and locations of the tryouts. Please be sure to indicate on your registration form if you want to be contacted to attend tryouts! Only those players (U10-U18) indicating tryouts will be called.

At the first ERSL tryout, a $10 non-refundable charge must be paid to cover the cost of tryouts and an additional cheque will also be collected to cover the additional ERSL fees*. It should be postdated to May 1st. Players not selected for ERSL teams will play on GLSL teams and the additional ERSL fee cheques will be returned.

Player Books for Competitive Team Players
Every player on a competitive team must have a valid player book. Players trying out for competitive teams must have a Club registration form signed by a parent before participating in the first tryout. The player must have Club fees, ERSL fees, copy of birth certificate, and 2 passport-size, current photos before being selected to the team. These items will be returned if the player does not make the team.

Players from previous years OCSL teams, may continue to use their 2003 or earlier OCSL player books but they must be validated for 2004. Players will not be permitted to play any games without valid player books.

Summer Soccer Startup

Soccer School
Soccer School is for children born in 1997 to 1999. It is held once a week, Thursdays from 6:00 p.m. to 7:00 p.m. at Beckwith Park. The program includes instruction in the fundamentals of soccer followed by fun games. Soccer School begins early June and runs to the last week of August. If you have not been contacted by June 1, please contact Soccer School Coordinator, Liane Clarke-Phillips 253-3373.

A change for the 2004 season will see under 7 players being introduced to the rules and structure of mini-field soccer in the scrimmage time slot. This will smooth their transfer to GLSL as under 8 players.

All Soccer School players will be given a team shirt generously donated by Tim Horton’s Donuts of Carleton Place. Players may keep their shirts at the end of the season. Shin pads are mandatory and can be purchased in sporting goods stores. Running shoes or soccer shoes may be used.

CPSC Game Uniforms & Equipment
It is a requirement of the Ontario Soccer Association (OSA) that teams be "dressed in the same uniforms". Players not presenting themselves on the field of play in the Club uniform will not be permitted to play in a league game.

Club Shirts: Players will receive a Club shirt that must be returned at the end of the soccer season or else the shirt deposit cheque will be cashed.

Player Socks: The Club provides, and requires that players wear ALL BLACK socks.

Player Shorts: The Club requires that players provide and wear ALL BLACK shorts.

Shin pads are mandatory for all players. Shorts, shin pads, and running shoes or cleats are the players’responsibility.

Water: Bring a water bottle to all practices and games. Please take the bottle home or put it in the garbage at the end of the activity, thank you.

CPSC Teams in the GLSL
Your coach will contact you before May 12. If you haven’t been contacted, please call the Geraldine Low, Club Director of GLSL teams at 256-5099.

Soccer practices begin after May 12 and scheduled games start during the last 2 weeks of May. Each week there will be one practice and one game. Coaches will advise you of the specific nights, times and field locations.

The GLSL season will conclude with a weekend Cup Tournament in Richmond on August 28 – 29 for U8, U9 and U18 or September 11 – 12 for U10 and older and perhaps the Thursday evening prior to your weekend as well.

CPSC Teams in the ERSL
The Club plans to field the same competitive teams as we did in 2003, except at one higher year age level. At the time of printing, the ERSL Management Board has yet to make the final decisions regarding the competitive level of each team.

Coaches will inform the selected players of the ERSL teams when and where practices will occur. If there any questions please contact Reuban Vella, Club Director of ERSL teams at 257-4642.

Soccer For Me's and Women's Teams

The Ottawa Carleton Soccer League offers recreational divisions for both men and women. Our Club enters teams for both Men and Women. Registration must be completed and player books received before the player steps on the field. Otherwise the Coach and Club are apt to be suspended and or fined, and the insurance of the teams’ players and coaches is invalid.

Our Club offers 2 levels of competition for men in the OCSL: Men’s Division 5 and Old Timers Division 6.

Our Club offers 3 levels of competition for women. Two levels playing in the OCSL are offered: one for women over 18 years of age (Division 3 and 5) and a new one for Master Ladies over 30. In addition, there are 3 teams for Master Ladies that play in the GLSL.

Parents who have a son or daughter away at school may wish to register the absent player if he or she will be home during the summer. If at all possible, please pre-register your student before they return.

How Teams Get Put Together

The Coaching Committee along with the Team Selection Committee carries the responsibility for the placement of players on teams. The criteria are different for GLSL and ERSL team as outlined below.

GLSL Team Formation:
The Club makes every effort to ensure GLSL teams are balanced within the same age group with respect to player talent and experience. Part of the criteria used when creating the teams is taken from the 2003 coaches’ evaluations of players. Players new to the Carleton Place Soccer Club are most frequently placed on teams in a random fashion.

When the Club becomes aware of an imbalance in team strengths within an age group, even up to 2 weeks into the season, the re-balancing policy will be applied.

ERSL Team Selection:
After the tryouts, the coaching committee, with input from the team coaches and tryout evaluators, selects the players for the teams based on the players' performances and in accordance with CPSC policies.
